As for becoming a new maintainer basically it starts either with packaging an app which you are likely to want to maintain, or if in your case the package already exists, providing PRs from a fork of yours to the testing branch of Yunohost-Apps org repo.
You may also want to commit maintaining the app over a longer term, and permission to write directly to the repo is likely to be granted to you (here is a good place to ask) by the superadmins (here is a good place to ask for this).
