While my proposed solution does not explain why all of a sudden this package (psycopg-c) started using an outdated version of a library (in my understanding, paperless has been using libpg for a while), I believe it to be "clean" in the sense that we are reinstalling the same version of the package (so that it links to the correctly installed pgsql16).
Maybe a member of the team could confirm this? In any case, I'd be happy to do a PR if that can help, but I'm not acquainted enough with the architecture of ynh...
