Refresh page. It *Should* be fully installed. Synapse install also pauses there for me. I usually give it 10-15 minutes before the page refresh.

Synapse should work right out of the box. The buggy config panel is inconvenient but should not prevent you from using it. If you need an interface for it, you need to install Element or any other client for Synapse.
