Admin installs all the apps, updates them, backup, etc.. He can define who can access what app in users. He can create groups with different permissions

Yes. Users > manage groups and permissions
You can remove some apps permission from users, create a new group named family (or anything you want) add him to that group and add the app you want to that group.
Or you can simply remove the app from users and add it to you specifically.
But I prefer the first approach. You choose what suits you
